Parameters
the closing step of every publish flow, and the only place a failure surfaces — an init call and a clean upload both succeed on content TikTok later rejects. status is PROCESSING_UPLOAD | PROCESSING_DOWNLOAD | SEND_TO_USER_INBOX | PUBLISH_COMPLETE | FAILED. On PUBLISH_COMPLETE, data.publicaly_available_post_id (TikTok's spelling) is an ARRAY whose first element is the post id — the URL is https://www.tiktok.com/@{username}/video/{that id}. It can be absent even on success, when the post is SELF_ONLY. Poll at ~20s intervals; TikTok's own reference implementation gives up after ~9 minutes
